<dcterms:abstract><![CDATA[Purpose: The purpose of this study was to investigate and analyze the relationship between some social science and humanities theories and information behavior. Method: This study is of an analytical review and descriptive type. In this research, articles and books related to the topics under investigation have been reviewed and analyzed. Findings: Major theories related with and used in information behavior studies are mainly originated from social science and humanities areas, namely Sociology, Mass Communication, and Psychology. It is essential to use these theories to conduct original research in the field of information behavior. Results: Due to the fact that human being is a socialized creature and because of the nature of behavior, the studies in the field of information behavior including information needs, information searching, information seeking, and information use, have to use major theories related to information behavior. These theories are originated from humanities and social sciences; the most common of them from sociology, psychology, and mass communication. Using these theories enriches the studies of information behavior as well as enables the researchers to better analyze users’ information behavior. It also paves the path to improve information systems. ]]></dcterms:abstract>

Method:Population research is including central library website of governmental universities (55 websites) affiliated to the Ministry of Science, Research and Technology and they have independent website. Methodology is survey study and used checklist and Matlab software. Findings regarding to the fuzzy inference system, indicated that Central Library of Sahand University of Technology, University of Kashan, University of Mohaghegh Ardabili and Damghan University have the best website and Central Library of University of Gilan has the worst website. Findings:Therefore, evaluation based on fuzzy inference system has better and more precisely results than classical evaluation. Websites ranked according to quality of content and structural criteria as well. Websites also in qualitative terms, ie, low, moderate and highly rated. Results:So, it seems, fuzzy inference system, is a better way to evaluate and rank the quality of academic libraries websites. ]]></dcterms:abstract>

Libraries have to play a significant role in building a dynamic society, serving all categories of users included which have a visual impairment. Nowadays the shortage of accessibility of Internet and digital resources has been recognized as an obstacle for this group of society.
