Establishing Effective Knowledge Management in Iranian Organizations: Barriers that Need to Be Overcome

More than fifty years have passed since the introduction of the concept of knowledge management in the field of science and its entry into the working and social life of society, including individuals, organizations, and associations from the private to public sectors. The experience of this relatively long time and the meaning of knowledge management in the scientific literature show that this concept has not been a fad. Over time, knowledge management has become an important component of individual, organizational, and social life, and various expenses in this field have been done by individuals and organizations. Understanding the success rate of knowledge management is very difficult due to the dominance of its intangible dimension, and this has led to the formation of many misinterpretations of evaluation in this field. This paper shows the result of 20 years of experience in scientific, consulting, and executive activities in the field of knowledge management, which summarizes the major Possible harms to successful implementation of knowledge management in various organizations and suggests six facilitator components. Dissemination of these facilitators can help prevent the repetition of mistakes in the future and improve the success rate of current projects. These facilitators are presented and explained in six general categories: "Knowledge Management Awareness", "Echo-systemic co-existence", "Targeted Support", "Realistic Expectations", "Infrastructure Preparedness" and "Supportive Culture" and solutions to reduce them are proposed.

Objective: The aim of this study was to investigate the causal relationship between information literacy components and organizational learning mediated by knowledge management among men and women employees of Bidboland gas refinery in Behbahan. Methodology: The present study is correlational, of path analysis type with structural equations (SEM). The statistical population of the study is all formal and contractual employees of Bidboland gas refinery in Behbahan city in 2019. to determine the sample size, the number of paths tested in the model was used as a criterion; according to Klein (2011, p. 12) between 10 to 20 people can be selected for each path. For this purpose, 15 people were selected for each path. Finally, the number of people in the statistical population was determined to be 188 using random sampling. Data collection tools were Bigdley Information Literacy Scale (2017), Lawson Knowledge Management Questionnaire (2003), and Nife Organizational Learning (2001). Different preliminary analysis (mean, standard deviation, minimum, and maximum score) was used to analyze the data. The skewness and elongation test, as well as the correlation coefficient, were used to normalize the data. The suitability of the proposed model was assessed through the structural equation model with Emus software version 23. To determine the fit of the proposed model with a combination of data, the following fit indices were used: chi-square (c2), relative chi-square (df/c2), good fit index (GFI), adjusted good fit index (AGFI), index Adaptive fit (CFI), incremental fit index (IFI) and root mean index of mean squared error (RMSEA) and bootstrap method were used to test the mediating effects. Results: The values of fit indicators related to the proposed research model showed that most fit indicators are acceptable and to a large extent acceptable. Regarding the direct effect hypotheses, the findings showed that information literacy components have a direct and positive effect on knowledge management and these components explain 40% of knowledge management. Also, the findings showed that information literacy and organizational learning components has a direct and positive relationship and knowledge management has a direct and positive relationship with organizational learning and knowledge management explains 61% of organizational learning. The results of the bootstrap test regarding the indirect hypothesis showed that information literacy through knowledge management has an indirect and positive effect on the organizational learning of the employees of Bidboland gas refinery in Behbahan city. Conclusion: In general, according to the findings of the present study, it can be argued that information literacy is considered as a tool of empowerment in today's information society that is correlated with knowledge management, ie empowerment of people with information literacy skills in creating appropriate knowledge management in organizations and organizational learning. It has a positive effect. Therefore, it is necessary for Behbahan Bidboland Gas Refinery to achieve its organizational goals by holding training workshops to raise the level of information literacy skills of its employees to improve the organizational learning of individuals and knowledge management in line with organizational goals.

Aim: The main purpose of the present study was to investigate the students’ information sharing behavior in the universities of South Khorasan Province in the social network sites of Instagram, Telegram, and WhatsApp. Methodology: This research was of an applied type and was conducted through a survey method. The study population consisted of all the students of universities affiliated to the Ministry of Science, Research and Technology in South Khorasan Province in Iran who were studying in the academic year of 2018-2019 with a minimum experience of six months in using one of the social network sites of Telegram, Instagram or WhatsApp. Findings: Only about 33% of the respondents have used social network sites for less than an hour during 24h. The rate of use has been more than three hours in 24h for about 24.5% of the respondents. Nearly 50 percent of respondents have used social network sites for more than three years, and only about 13 percent have experienced using these networks between six months to a year. Among the social network sites surveyed, respondents mostly used Telegram to share information. The results showed that students shared information on social network sites more than average. In choosing a social network, there was no significant difference between the information sharing behavior of male and female students and students of different fields of study, but there was a significant difference between the information sharing behavior of students of different educational levels. In addition, the results showed that there was a significant difference between sharing economic, personal, and family, art, and sports information by male and female respondents. There was also a significant difference between economic, cultural- social, and religious information shared by students in different fields of study on social network sites. There was a significant difference between respondents of different educational levels regarding economic, entertaining, occupational-professional, cultural-social, religious, artistic, and sports information shared in social network sites Conclusion: Students spend a lot of time sharing information on social network sites.

Aim: Social network sites (SNSs) create many opportunities for businesses by preparing a context for interaction between the users and their participations in generating content. Like any other business, these networks require logic to increase value creation and revenue-generating. However, not a single logic can be suggested for all. This paper examines the revenue-generating logic of different types of SNSs. For this purpose, this study attempts to find answers to the following three questions: 1) What are the distinguishing characteristics of different social network sites? 2) How can they create value and generate revenues? and 3) How the differences between them affect their business logic? Methodology: Comparative evaluation is used for analyzing the revenue-generating of SNSs. Accordingly, a framework was developed for comparing four different types of SNSs. This proposed framework has two layers; a) the basic logical layer of relationship-content for classifying the social network sites and b) the business logic layer as the logic for comparing different types of sites. Findings: SNSs can earn money via ads, premium subscriptions, selling additional services and products, and funding. However, considering the nature of these sites, some changes are made to the form of applying revenue-generating techniques and their priorities to make them consistent with their competitive advantages. Conclusion: SNSs can bring real value and generate money only when they can provide a free and attractive context for effective participation; in other words, when a group of users can provide another group(s) with relationships and content of interest. As the number of users increases in these sites, the attractiveness of ads matched with their types as a source of revenue is also increased. However, as we move toward more professional sites, it is the relationships between the users that have a higher value, and based on that, professional and job-related revenue-generating strategies are more commonly used. But, as we approach more specialized sites, the value of the shared content increases and revenue-generating strategies change and become more in line with specialized content on the site. Furthermore, although the specialized or professional nature of these types decreases their potential number of users, they can increase the potential of revenue-generating by developing professional relationships and organizing the specialized and rich content; and use of additional products sales and services and premium subscription strategies (matched with their nature of relationships and content). These types can also earn money via funding due to presenting new ideas in different specializations. The results of this study can be useful for the existing and new social network sites for developing their businesses.

Purpose: This survey is done in order to identify the Simorg software surface external architecture information from the points of view of expertised librarians' Management and planning Organization in Iran. Methodology: According to the objectives, nature of the subject, statistical population, temporal and spatial conditions, the present research method is descriptive and inferential. An applied research that aims to develop practical knowledge in a particular field. The population of the Management and Planning Organization research librarians all 60 provinces that were considered. Research data were also collected using a researcher-made questionnaire. After developing the questionnaire, in order to ensure the validity of the questionnaire to 10 experts in the field of information architecture had significant activities, send questions and comments on the final shape was used. besides, its stability was confirmed 93 percent by Cronbach's alpha. In addition to using descriptive statistical analysis of parameters such as frequency, median, mean and standard deviation, analysis of variance and t tests, especially inferential statistics were used. Kolmogorov-Smirnov test was also performed to check the compliance of data with normal distribution. Findings: the results indicated that the librarians surveyed in this study, with an average of 55/3, the outer surface of the information architecture of Phoenix software in terms of organization, position on the screen, forms have data entry, alerts and The error is in good condition. Findings showed that between the views of librarians in this study with an average of 73.3, the degree of interaction with the external level of Simorgh software in terms of capabilities and features of information architecture such as processing speed and software interaction, the ability to correct user errors, data exchange, Routing, use of Boolean operators, etc. are in good condition. Findings showed that among the librarians in this study with an average of 52.3, Simorgh software has flexibility and user-friendliness and also has a significant effect on increasing the effectiveness, efficiency and job satisfaction of librarians. Results: Information architecture is a way to organize content in software systems with the aim of increasing the accessibility and comprehensibility of information by users. The role of information architecture as a tool for planning, organizing and application development of information technology is very prominent. Therefore there is so much coincidence between Simorg software external surface architecture information from Plan and Budget Organizatin in librarians' points of view in the provinces of country.

Purpose: The purpose of this study is to use individual behavioral feedback in information retrieval. For this purpose, users are examined with a specific range of studies and some of their searches are considered as examples of their behavior. Methodology: The present case study is applied research that has been carried out using the observation method. The study was conducted in collaboration with 30 students with a background in the search for information. Out of 30 participants, 15 were women and 15 were men in the age group of 35-39. The entire search process performed by each subject was saved by the screen imaging software. The study population was the users of the search section of the Information Science and Technology Research Institute. In this study, an attempt was made to examine the process of information retrieval by individuals. Findings: The pattern of searches performed in most cases is from a general to a specific approach. The participants started their search sessions by looking for holistic information such as searching for learning and analyzing the facts and then continued to more specific areas. The findings showed that background, general knowledge, time and available tools are the factors that impact the results for a user. Conclusion: according to the results, it is concluded that in order to increase the information skills of current and future users, a specialized training course on information retrieval should be held for all classes of users. In order to increase the level of accessibility of users, it is recommended to think about provision, enhancement, updating and enrichment of electronic information resources and training of the use of these resources for all users of different scientific degrees.

Aim: The purpose of the present study is to the business environment of publishers in Qom province who were active in selling books electronically based on the Osterwalder business model. Methodology: This research has been carried out through a survey-analytical method of applied type. The statistical population consisted of 75 publishers based in Qom Province Publishers Complex who have been active in selling books electronically. The data gathering tool was a researcher-made questionnaire based on the Osterwalder business model. The collected data were analyzed using SPSS software using descriptive and inferential statistics Findings: With the advent of information technology in the new age, most businesses have changed. The organization or individuals who want to be successful in business must evaluate their current situation and then identify the relevant gaps and plan to address these gaps. Publishers' business status in the customer sector is in good condition. In terms of value proposition, customer relationship, key resources, key partnerships, and key activities, there was a need to rethink strategies, and in the communication channels, revenue stream and cost structure has been challenged. The cost structure sections with a rank of 8.11, the customer with a rank of 7.21, and the key resources with a rank of 6.74 had the highest priority among publishers. The components of a well-known brand, social networks, and the use of incentive schemes, the components of producing a product with excellent content and structure, identifying a product with excellent content and structure, manpower, and product distribution with excellent content and structure are at the desired level. Conclusion: this research has been able to study the business environment of publishers active in the field of selling books electronically based on the Osterwalder model and provide solutions to improve it.

Aim: Organizations' dependence on information technology is increasing day by day and the dominance of information technology is recognized as an important factor in achieving the goals of the organization by using information through the use of technology. In today's complex world, traditional management skills alone are no longer the response, so perhaps the principles of quantum physics can provide a set of skills that are more appropriate to respond to the complexities of the quantum age. Quantum skills have the capability to lead to increased effectiveness and organizational development. On the other hand, today knowledge is recognized as a source of innovation, the productivity of human sources, and organizational growth. Knowledge engineering helps people to have a suitable understanding of the phenomena and knowledge related to them.
Therefore, given the rapid and comprehensive changes in information technology over the range of activities and services of libraries and information centers which are effective on user satisfaction and the motivation of human sources, it is important to use information technology, knowledge engineering, and quantum skills and highlight the need of identifying their dimensions. Therefore, the present study was conducted to identify the factors affecting the dominance of information technology, quantum skills, and knowledge engineering in the public libraries of the country.
Methodology: The research method is qualitative and exploratory in terms of purpose and based on semi-structured interviews. The statistical population of the study consisted of executive experts who were fully acquainted with the public libraries of the country, and 15 professors of the departments of information science and information technology and managers of public libraries were selected by snowball sampling method. Theme analysis was used to identify the factors.
Findings: A review of the research findings showed that the main themes affecting the IT governance, structural indicators, and internal indicators include 4 sub-themes. Also, the main themes affecting quantum skills are creative thinking, systems thinking and contingency thinking, and situationism, and the main themes affecting knowledge engineering are knowledge quality, structure design, testing to validate the laws of knowledge organization, documentation, and knowledge retention. The order consists of 8 and 16 sub-themes.
Conclusion: Little research has been done in the areas of IT governance, quantum skills, and knowledge engineering. Therefore, identifying the factors affecting IT governance, quantum skills, and knowledge engineering is used in the public libraries of the country. Identifying factors can also lead to comprehensive planning to develop IT governance, increase quantum skills, and enhance knowledge engineering.

Aim: The purpose of this study was to investigate the effect of managers' knowledge management on employee welfare in the workplace in Bani Chao Iranian Broadcasting Company. Conducting the present research can give new knowledge to the distribution managers of companies about knowledge management and employees' sense of well-being and examine whether it is useful or unhelpful. It can identify and solve potential problems that will arise in knowledge management.
Methodology: The present study is applied research in terms of purpose and a survey in terms of data collection and analysis. The statistical population of the present study is the employees of Bani Chao Iranian Broadcasting Company. In the present study, a standard questionnaire was used to collect the data required for the research model. The sampling method in this study included simple random sampling in a number appropriate to the size of the statistical population and the sample was selected based on Cochran's formula.
Findings: The validity of the questionnaire was confirmed by convergent validity, and the reliability of the questionnaire was confirmed by Cronbach's alpha (0.845). The results were analyzed using structural equation modeling and 22PSPSS and Smart PLS software. The results showed that the knowledge management of managers has an effect on the welfare of employees in the workplace in Bani Chao Iranian Broadcasting Company. Also, acquiring knowledge, sharing knowledge, creating knowledge, compiling knowledge, and maintaining knowledge have an impact on the well-being of employees in the workplace in Bani Chao Iranian Broadcasting Company. In a comparative analysis, it can be said that previous research on the concept and methods of knowledge management has been extensively studied. Besides, researchers in the past have shown that the process of knowledge consists of the exchange of knowledge and the cultivation and perception (result) of knowledge. Researchers also introduce knowledge creation and knowledge sharing as methods of knowledge management.
Conclusion: Although the structure of information systems is relatively good, but does not provide good statistical results and does not necessarily lead to improving knowledge management performance in organizations. It seems that the main challenge of knowledge management in the studied organizations is the optimal management of information to turn it into organizational knowledge. Applying the results is felt to develop and improve the performance of the organization. Knowledge management practices and employees 'sense of well-being at work are essential in any organization, and managers should combine knowledge management practices as a priority to improve employees' sense of well-being at work.
