The samples were 45 library managers of public libraries from Tehran public libraries affiliated to country’s public libraries institution. The information gathering tool was a researcher made questionnaire. <br /> Findings: Self confidant and national and local identity by 1 score, participation in national and local societies by 2, commitment to justice and social justice by 3, learning to recognize and act by 4, familiarity and using new technologies bu 5 scores alternatively re the main priorities of the samples.<br /> Conclusion: Results showed that there is a meaningful relationship between different age groups and citizenship skills, there is a meaningful relation between librarian’s educational level and promotion of citizenship skills. Also findings showed that there is not meaningful relationship between longitude of service and influencing the libraries and finally the libraries have an important impact on citizen skills in all aspects.
