Roadmap of government policy for knowledge-based and job-creating production based on the menus of the highest leadership position; A Mixed Approach

Abstract

Aim: One of the most important issues in the economic field is to pay attention to knowledge-based companies or knowledge-focused companies that are created in line with the development of the knowledge-based economy and the realization of the country's goals in various fields. Companies that can use knowledge and technology in the field of strengthening economic power and expanding the commercial field to create sustainable development and create a competitive advantage for the country. Based on this, in the present study, an attempt was made to draw a road map for government policy making for knowledge-based and job-creating production, based on the menus of the highest leadership position with two qualitative and quantitative approaches.

Methodology: This research is exploratory in terms of purpose and descriptive in terms of type, which was carried out using the field method.The statistical population in the qualitative stage where the data base method was used, 30 experts and professors of universities in Ardabil province, who were selected by the purposeful method (theoretical sampling), with the chain reference method (snowball method) and after the theoretical saturation in the interview, the coding process was done. In the quantitative part, all employees of knowledge-based companies and Science and Technology Park of the province, who were 155 people according to Morgan's table, were studied as a statistical sample based on stratified random sampling. Also, in the first stage, the data collection of this research was done through in-depth and semi-structured interviews. The tool for collecting information in the second stage was a researcher-made (redesigned) questionnaire with closed answers (Likert scale) based on the indicators of the government's policy roadmap for knowledge-based and job-creating production; The extract from the first step has been adjusted. In order to analyze the questions in the first stage, the structural codes were collected and analyzed by the MaxQDA software using three methods of open, central and selective coding, and in the second stage, to check the fit of the model obtained from the first stage, using the least squares method. Generalized and bootstrapping or jack-knife cutting is used in Smart PLS software. Finally, NPAR, DF, P, CMIN (Chi Square), AGFI, GFI, Tucker-Lewis index (TLI), Bentler-Bonnet index (NFI), CFI, PNFI, PCFI, RMSEA and CMIN/DF were used to validate the model (proper fit of the presented model).

Findings: The data set obtained after the continuous process of open, central and selective coding and the use of MaxQDA software, in the form of 104 open codes, 62 concepts, 14 categories and 6 classes (central category, intervening conditions, causal conditions, contextual conditions, strategies , consequences) were organized based on a systematic approach. According to the results obtained for the fit indices, CFI, IFI, GFI and NFI indices have good fit. Also, the root mean square error of estimation (RMSEA) was also obtained as 0.066, which is less than 0.08. Therefore, the fit of the model has been evaluated favorably and the results obtained from it can be relied upon.

Conclusion: Based on the results of the research and the output of the Smatr PLS software, the index "identification of potential and actual issues and problems related to knowledge-based companies" with a path coefficient of 0.892 was identified as the most relevant and effective index in the designed roadmap. Among the indices related to the causal factors, the index "increasing the productivity of human resources and production" (el7) was identified as the most important and influential index with a path coefficient of 0.804. The most important index of the category-oriented component is the index of "facing unexpected challenges and having a plan" (me5) with a path coefficient of 0.850. The most important index of contextual categories was also identified as the index of "the presence of expert human resources, digital platform and digital customer" (za8) with a path coefficient of 0.809. The most important index of the strategies category was identified as the index of "Identification of general problems of knowledge-based production by the trustee institutions" (ra4) with a path coefficient of 0.865. Finally, according to the results of the research, the most important index of the consequences category was the index of "increasing public satisfaction with knowledge-based production" (p5) with a path coefficient of 0.868.
