Identification of the main functions and sub-functions of artificial intelligence development in Iran with a focus on mapping the national innovation system.

Abstract

The implementation of artificial intelligence is one of the main concerns and issues of today's societies. The first steps in the operationalization of artificial intelligence development are the structure, function, and in general, the system necessary for this operationalization. Until the structure and function of implementing and operationalizing artificial intelligence are prepared, the idea, theory, and plan for developing artificial intelligence cannot emerge and manifest. Therefore, although many countries, including Iran, may rank high in producing science in the field of artificial intelligence, they rank low in implementing artificial intelligence. One of the most practical and at the same time most appropriate frameworks for implementing artificial intelligence is institutional mapping. An institutional mapping, by enumerating the functions and sub functions necessary for developing artificial intelligence and consequently the required structure, brings the development of artificial intelligence closer to the implementation and practice stage in a completely concrete way. Therefore, in the present study, by borrowing from the theoretical framework of the National Innovation System, the functions required for the operationalization of artificial intelligence were identified using the meta-synthesis method and the content analysis method, and the sub-functions appropriate to artificial intelligence were identified. Therefore, the innovation of this study is to draw a map of the functions and sub-functions necessary for the development of artificial intelligence, as well as the actors and entities through which the necessary roles for the development of artificial intelligence in the country are identified.
