Objective:This study proposes a comprehensive conceptual framework for intellectual property rights management based on quantum-resistant blockchain technology. The proposed model integrates post-quantum cryptography,non-fungible tokens, smart contracts, and a multilayer blockchain architecture to establish a secure, transparent, scalable, and future-proof platform for intellectual asset registration, ownership verification, licensing,royalty distribution, and rights transfer.
Method:Since the present study is fundamental research with a qualitative approach and conceptual modeling,the research method is a combination of a systematic literature review, conceptual modeling,and validation using the Delphi technique.To collect theoretical data, a systematic literature review based on the Prisma protocol was used.The conceptual model of the research was developed using the conceptual modeling method in the soft systems methodology.Given that the implementation of the model was not practically possible,expert opinions were used using the Delphi technique and Likert scale to validate the proposed model.The expert panel consisted of 15 experts in the fields of blockchain technology,cryptography and security, and intellectual property rights. For this purpose, a questionnaire covering the axes of architecture, security, processes, and implement ability was distributed among the experts.Previously the questionnaire was also validated using the Delphi technique in three rounds.
Findings:The proposed model was developed to include six layers:user and interaction,asset registration and validation,asset tokenization, smart contracts post-quantum blockchain, analytics,monitoring and governance.To validate the model, questionnaires were designed including four axes of architecture (8 components),security, processes and implement ability.To validate the questionnaire and conceptual model, the Delphi technique was used based on the opinions of 15 experts.In the validation of the questionnaire in the third Delphi round, the content validity ratio for the axes of architecture was calculated as 0.80, security as 0.69, processes as 0.75 and implement ability as 0.73 with a total average of 0.74.The content validity index was also calculated for the axes of architecture as 0.97,security as 0.98, processes as 0.95 and implement ability as 0.96 with a total average of 0.96.To assess the reliability of the questionnaire, Cronbach's alpha for the architecture axes was 0.854,security 0.816, processes 0.851,and implement ability 0.829,and the total Cronbach's alpha was0.894,indicating a high consensus among experts on the proposed model.
Conclusion: The conceptual analysis indicates that the proposed framework enhances security, transparency, trust, and traceability while reducing administrative complexity and operational costs. Furthermore, the model provides sustainable protection for intellectual assets against emerging quantum threats and offers a practical foundation for next-generation intellectual property management systems in the post-quantum era.
