Objective: With the expansion of information technology and the inability of traditional oversight mechanisms to manage data volume and the increasing complexity of administrative processes, “smart oversight,” as a more advanced generation of electronic oversight based on artificial intelligence and agility, has become a strategic necessity for improving governance and transparency in Iran’s administrative system. Despite the importance of this issue, there is no comprehensive understanding of the capacities and challenges of implementing smart oversight in Iran’s administrative system. Therefore, the present study was conducted to identify and explain the most important capacities and challenges of implementing smart oversight in Iran’s administrative system, with an emphasis on artificial intelligence and agility.
Method: This study was applied in terms of purpose and qualitative and exploratory in terms of approach. The research data were collected through a review of documents and credible scientific sources and through semi-structured interviews with 12 experts in the fields of public administration, information technology, and inspection. Sampling continued purposively and by snowball until theoretical saturation was reached. The data were analyzed using thematic analysis and MAXQDA software at three levels: basic themes, organizing themes, and global themes.
Findings: Data analysis led to the extraction of 72 basic themes, 7 organizing themes, and 2 global themes, including “capacities for implementing smart oversight” (43 themes, 59.7%) and “challenges of implementing smart oversight” (29 themes, 40.3%). The findings showed that “applications of artificial intelligence in detecting and preventing corruption” and “infrastructural deficiencies and lack of data integration,” with equal frequency, were the most prominent themes of the study, and “agility and transformation of administrative processes” ranked third; while “cultural barriers and organizational resistance” was the most important human challenge of this transition.
Conclusion: The findings show that implementing smart oversight in Iran’s administrative system is a dual process: the analytical and predictive capacity of artificial intelligence for corruption detection and agility is maturing, but the integrated data infrastructure and the cultural-organizational readiness needed to use it have not yet formed. The success of this transition requires an ecosystemic approach that advances technological development in parallel with reforming the data infrastructure, the legal governance of artificial intelligence, and organizational change management.
