Data as footprints of activities by individuals and organizations have become more important over time. Not only are data no longer seen as worthless entities, but they are also seen as a platform for decision-making, management, evaluation, and value creation. For this reason, data management has also become more valuable. An examination of the evolution of data management shows that the advent of various technologies not only has not decreased the value of data over time but has also improved its position by creating a fundamental transformation. So far, four revolutions arising from printing technology, computer technology, Internet technology, social network technology have led to the emergence of four revolutions in the field of data management and the world is on the verge of the fifth revolution, the use of “intelligent agents” in data management. The salient features of the Fifth Revolution have highlighted the need for macro-policy-making and paving the way for interdisciplinary collaboration for data management. In this paper, the characteristics of each of the developments in the field of data management are explained and finally the establishment of a National Data Organization (NDO) is proposed.
