Aim: The purpose is to introduce a pattern for the challenges of providing the public services in the framework of social media (e-government2.0).
Methodology: Mixed method is used in this research. Thematic analysis was used in the qualitative section. The statistical population in the qualitative sector included experts and specialists in the field of information technology and electronic government. The survey method was used in the quantitative section. A 21-item questionnaire was used in the quantitative section to collect data. One-sample T-test was used for data analysis.
Findings: The results demonstrated that the challenges of e-government 2.0 in the developing countries can be divided into three general categories, which included: technical considerations, structural considerations and cultural considerations. Among these categories, infrastructural considerations included intelligence and technical factors, cultural considerations included human and moral factors, and finally implementation considerations included managerial, security and legal factors.
Conclusion: We can conclude that in the developing countries, there are challenges such as infrastructure, implementation and cultural considerations which managers and governmental planners should be able to concentrate on these challenges and try to solve them in order to achieve successful implementation in the e-government 2.0 for improving the quality of services and achieving e-democracy.
