Aim: This study provides a Framework for Data Governance in Data Exchange Centers to increase inter-organizational interoperability.
Methodology: This is a qualitative research and its method is Classical Grounded Theory. By documenting semi-structured interviews with experts and also through the researcher's observations, more than 400 resulting phrases were labeled in the form of 100 concepts and then framed by open coding (44 subcategories), theoretical coding (15 categories), and the emerging theory, Data governance for data exchange centers has been obtained. To ensure validity and reliability, the review by the participants, the three-way method, and the Delphi method have been used.
Findings: The Data Governance Framework in the data exchange center consists of fifteen components in three categories: "core components in the of data exchange centers", "support components in data centers, and "main components of governance" are grouped. Some of these components are: "Roles, Responsibilities and Rights", "Standards and Policies" and "Change Management".
Conclusion: Based on the results of this study, "roles, responsibilities and rights", "standards and policies" and "monitoring and auditing" are the main components of the data governance framework in data exchange centers. "Stakeholder cooperation" and "commercialization" also distinguish it from other data governance frameworks.
